Electronic Permitting allows you to submit Permit Application Packages electronically through the GMD Public Portal. It saves travel time and allows you to submit, monitor its progress, and pay fees all from the convenience of your home, office or even the beach. The information provided below will guide you through the process and answer important questions to get you started. You must be registered for a GMD Portal Account before being able to submit electronically.

Applying for Building & Land Use Permits Electronically
The Growth Management Department (GMD) is accepting application packages electronically through our E-Permitting program for most Building and Land Use permit types. Customers submit their documents through the GMD Public Portal, where our software guides them through the process of uploading their application package. The Portal also provides the tools to track their application, respond to insufficiency and correction letters, download their approved documents and schedule some types of inspections.
Using E-Permitting gives customers the ability to submit permit packages and review permit statuses at their convenience, even when Collier County offices are closed.
Please note, applications submitted over weekends or holidays will be processed the next business day. Just like paper packages brought to our offices, the permit review “clock” will begin when the package is accepted as sufficient and fees are paid. Emails are sent to the applicant with submittal sufficiency status and fee payment information.
Getting Started with E-Permitting
New users must register for a GMD Public Portal account to submit permits or planning projects electronically:
Preferred browsers: Google Chrome, Firefox, and most current Internet Explorer.
Must have JAVA installed to upload documents.

Before submitting electronically for the first time, spending some time up front learning about the process is highly recommended. Training options include:
Attending one of our E-Permitting training sessions to get some hands-on experience with the Portal process.
Review the training guides in paper or video format using the links from the tables below. In particular, the training guides on submitting and resubmitting documents explain important details about naming documents, file size, and how to upload.
Important Differences when Submitting through E-Permitting
Documents that require a professional seal and signature must be digitally signed in accordance with professional requirements. The signer must provide a digital certificate to GMD for use in validating documents submitted electronically.
Each required document must be submitted as a single file. For example, a 15-page construction plan would be saved as one ConstructionPlan.pdf file. It would then be digitally signed once for the complete document, not signed on each page. Fifteen pages saved and submitted as individual pdf’s would be rejected.
Even though users will enter some of the information found on our applications as part of the E-Permitting process, application forms still need to be filled out and submitted. We know it seems repetitive, but to add input fields for all the information we collect on all our application types would make the Portal screens very difficult to navigate.
Approved documents will still be stamped by GMD. The stamp will be applied to the upper right corner of documents. Keeping this area free for us to stamp is appreciated.

Digital Signatures for design professionals, architects, engineers, surveyors, etc. must be on file with Collier County Growth Management Department prior to submitting plans electronically.

Document Submittal Requirements
Documents submitted through the GMD Public Portal for Electronic Plan Review must meet the following criteria:
- Submitted documents should be under 72MB in size.
- Accepted file extensions:
- pdf, xlsx, xls, cer, pfx, doc, docx
- All plans shall be to scale.
- Recommended naming conventions:
- Keep filename consistent.
- Avoid the use of non-friendly filenames. (ex. k9dk38fj3.pdf)
- Avoid inappropriate language in filenames.
- Submitted documents will be stamped at the conclusion of the review.
- The stamp will be placed in the upper right hand corner of the document. It is recommended that this area, to the extent possible, be left blank so that no information is lost when the stamp is applied.
