Information Regarding Substantial Damage Determination Letters
On October 18, 2017, County Staff, in partnership with the Federal Emergency Management Agency and the State of Florida Floodplain Management Office, began conducting site inspections to determine the level of damage to structures in the floodplain. The site inspections informed the County as to whether the structures were substantially damaged and the type of damage they incurred. The site inspections are required as part of the County’s participation in the National Flood Insurance Program (NFIP).

Executive Summary 10/10/2017 - This Executive Summary authorizes the ability for the temporary placement of a recreational vehicle (RV) or travel trailer on a single-family lot as well as in a mobile home park, even if that mobile home park is zoned for only mobile homes.

Increased Cost of Compliance (ICC)
ICC coverage is included under the National Flood Insurance Program (NFIP) Standard Flood Insurance Policy (SFIP). ICC helps policyholders with the costs incurred if they are required by the community building department to meet rebuilding standards after a flood. ICC coverage provides up to $30,000 to help pay for relocating, elevating, demolishing, and floodproofing (non-residential buildings), or any combination of these mitigation activities. The ICC portion of the claim is handled separately from the building and/or contents portion of the claim. However, the combination of payments cannot exceed the maximum coverage limits available through the NFIP. IMPORTANT: The initial damage assessment statistics provided by the County were generated from preliminary assessments immediately following Hurricane Irma and ongoing site visits made by Collier County building inspectors, as well as others licensed and contracted by the county to do so.
The building inspectors conducted damage assessments to identify and categorize levels of damage to structures to report to FEMA and which guide recovery efforts. Damage assessment teams will continue to provide assessments in the coming weeks as required and when requested and the numbers will be updated as needed.
As of September 28, 2017, over 70 structures were reported destroyed and over 1,000 structures were reported to have incurred major damage, as a result of Hurricane Irma.
