Collier County Government Service Updates

In accordance with public health precautions for large gatherings and to enhance existing measures in place to help prevent the spread of COVID-19, Collier County Government announces the following service changes and closures:

Collier County Airports

Collier County’s three airports Marco Island Executive Airport (MKY), Immokalee Regional (IMM), and Everglades Airports (X01) have resumed public use of lobbies at each airport location and full-service fixed base operation functions have been reinstated as well. All this is in keeping with Governor Ron DeSantis order outlining the Phase I Safe, Smart, Step-by-Step, Plan for Florida's Recovery.

  • Collier County Airport Authority (CCAA) continues to take steps to ensure the highest possible level of safety for our customers, business partners and employees.
  • For those visiting our terminal buildings, we ask that you maintain social distancing and follow all Centers for Disease Control guidelines and recommendations aimed at limiting the spread of COVID-19.
  • Wearing facial masks/coverings is also recommended.
  • CCAA Administrative Offices will allow guests by appointment only though we continue to encourage customers to conduct as much business as possible over the phone or via email.

Collier Area Transit

  • CAT has waived all fares effective Tuesday, March 24.  Passengers on Fixed Route are asked to enter and exit from the rear door of the bus.
  • In-person assessments for CAT Connect Para-transit applications have been suspended until further notice. Interviews will be conducted over the phone.

Domestic Animal Services

  • DAS is open Monday through Saturday from 10:00 a.m. to 6:00 p.m. to provide reclaim services for missing pets, accept stray animals, and for adoptions. Prospective adopters are required to get pre-approved online, prior to visiting the shelter. Visit for more information. 
  • Animal Control Officers will respond to emergency calls, to include; animal attacks, animal bites, injured animals, and assisting law enforcement.
  • Collier County Rabies/License Tags can be purchased or renewed online at or by calling 1-877-239-6072.  
  • DAS has suspended all non-essential services until further notice.  For more information visit our website at or call 239-252-7387 prior to coming to the shelter in person.

Growth Management Department

Permitting Services

Growth Management Department permitting offices have resumed operations.  Some of the locations are offering modified hours and services. 

All offices are limiting public occupancy within the building to accomplish Centers for Disease Control social distancing guidelines. We are strongly encouraging clients to continue to utilize online service offerings listed below.

Development Services business can be handled through the county’s Public Portal at including applying for a building or land development permit, making
electronic payments with credit cards or checks, and scheduling inspections.

  • Drop boxes & pick-up services are available outside at the North Horseshoe Drive office for those who are not able to utilize electronic services.

  • Walk-in services have resumed from 8:00 a.m. to 5:00 p.m. on Tuesday and Thursday for permit application drop-offs and zoning counter services.
  • Payments can continue to be made electronically or by mail.
  • Clients are encouraged to use online services as listed above.

  • Walk-in services have resumed from 10:00 a.m. to 3:00 p.m. on Monday, Wednesday and Friday for permit application drop-offs and zoning counter services.
  • Payments can continue to be made electronically or by mail.
  • Clients are encouraged to use online services as listed above.

Public information meetings and neighborhood information meetings have been postponed or
canceled. These meetings and their agenda items will be rescheduled as soon as practically possible
and notices will be distributed as well as posted on the county’s website at

Parks and Recreations

  • Collier County Aquatic Sites and Water Features, Community Centers, and Fitness Centers are closed until further notice.
  • Collier County Parks & Recreation Division is closing all Athletic spaces which will include (Fields, Basketball, Bocce, Pickleball, Racquetball,Tennis, Shuffleboard,Volleyball Courts, BMX Skate parks, Dog parks, Restrooms, Roller Hockey, and Disc Golf)
  • Collier County Programs, Organized Sports, and Rentals are canceled until further notice.
  • Collier County Boat Launches and Marinas will remain open to the public.
  • Effective April 1,  2020 all Collier County Playgrounds will be closed until further notice.
  • Effective April 1, 2020 Caxambas Park will be closed until further notice. Boaters will still be able to get fuel by water access only.
  • Parks, Preserves, Trails and Open Areas will remain open. The public is encouraged to practice Social Distancing In Public Parks And Trails. Learn more here.

Collier County Beach Parking Permit/Sticker

  • Collier County beach parking passes can be accessed or renewed Monday – Friday, 9 a.m. – 5 p.m., starting Friday, May 15, 2020, at the following locations: Golden Gate Community Center, 4701 Golden Gate Pkwy, Naples, 34116; Veterans Community Park, 1895 Veterans Park Drive, Naples, 34109; East Naples Community Park, 3500 Thomasson Drive, Naples, 34112; and Sun-N-Fun Splash Park Ticket Office at North Collier Regional Park, 15000 Livingston Road, Naples, 34109.
  • Due to the closures of locations that issue updated Collier County Beach Parking Permits, ALL Beach Stickers with the year 2020 printed on them will be honored at this time, even if they have expired.
  • If you possess an older sticker of 2019 or prior, have purchased a new vehicle, or have never had a permit, you may pick up a Beach Parking Permit at the Orange Blossom location and/or the Main Collier County Government Complex.  You must present the required documentation to be issued a Beach Parking Permit.
  • Please be aware that these locations will be experiencing delays of service due to only allowing 25% capacity for walk-ins with the wide-range of services they offer. There will likely be outside lines and waiting due to social distancing.

Solid & Hazardous Waste

  • Service will continue to function as normal.
  • Collection services remain consistent and all Recycling Drop-off Centers remain open. Please don’t hold onto your household hazardous waste, like paints and used oil – our Recycling Drop off Centers will take them free of charge.

Utility Billing

  • Collier County Utility Billing is resuming lobby operations at our Mercantile (4420 Mercantile Avenue, Naples) and Orange Blossom (2335 Orange Blossom Drive, Naples) locations. The Golden Gate office will remain closed due to CDC guidelines.
  • We encourage you to continue using our Drop Box payment locations: 4420 Mercantile Avenue, Naples and 11985 Collier Blvd., Suite 7, Naples.
  • Effective June 1, 2020 we will resume water/sewer service interruptions and associated lock fee on past due accounts. We will also resume assessing penalties on past due balances.

Veterans Services

  • Veteran Services Office is closed until further notice.
  • Client services will be provided by phone and internet.
  • Transportation program is suspended indefinitely.


  • Service will continue to function as normal following VA guidance.


Collier County Government continues to monitor the situation very closely, is following the recommended CDC and Department of Health guidelines and will provide additional updates as they occur.
