Neighborhood Stabilization Program
- Introduction
The Housing and Economic Recovery Act, 2008, as amended, established the Neighborhood Stabilization Program (NSP) to provide emergency assistance in the redevelopment of abandoned and foreclosed homes. An additional allocation of funds were made available through the Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act). Funds are used to acquire and rehabilitate abandon and foreclosed homes that are contributing to neighborhood decline, blight, and instability.
Collier County's initial allocation of approximately $7.3 million dollars (NSP-1) has been fully obligated and additional revenue may be generated upon the sale of properties to income qualified persons or households. Collier County accepted approximately $3.9 million dollars in additional NSP funds (NSP-3).

Neighborhood Stabilization Program 1 (NSP-1)
To participate in the NSP-1, Collier County was required to make a substantial amendment to the previously approved
NSP-1 Quarterly Performance Reports
Collier County is required to submit a Quarterly Performance Report (QPR) to the U.S. Department of Housing and Urban Development not later than 30 days following the end of each quarter after the completion of the first full calendar quarter after the grant award, and continuing until the end of the 15th month after the initial receipt of grant funds.

Neighborhood Stabilization Program 3 (NSP-3)
