MSTU Information

What is an MSTU?
A Municipal Service Taxing Unit (MSTU) is a funding mechanism for community members to create, through approval of the Board of County Commissioners, a special taxing district to make improvements to their neighborhood and/or community area. Providing additional services based on community desires.

Collier County Public Transit & Neighborhood Enhancement Division oversees the administration of the MSTU's with Board appointed advisory committee members. The MSTU's advisory committees comprised of community members within the MSTU boundary. These committees meet monthly to discuss, plan, and approve capital improvement projects that are consistent with their enabling Ordinance. These monthly meetings are publicly noticed. How funding is created?
Through a mileage rate set by the MSTU's enabling Ordinance. All capital projects, as well as the maintenance and other operating projects are managed by Project Managers , Harry Sells & Dan Schumacher  and MSTU Operations Coordinator Tessie Sillery of the Public Transit & Neighborhood Enhancement Division.  
What has been done?
MSTU capital projects may include, but are not limited to:

- Drainage improvements
- Sidewalk construction
- Road improvements
- Landscape Beautification
- Decorative lighting
- Burial of powerlines
- Underground Utility
- Stormwater Management
- Pedestrian Lighting

How to create an MSTU
The Collier County Citizen Public Petition Process (CCCPPP) booklet has been developed to assist community members in completing the process to create an MSTU. The booklet is (under construction) at the Public Transit & Neighborhood Enhancement Division office-MSTU section or on the Collier County website: Public Services-Public Transit & Neighborhood Enhancement Division.

Currently the PTNE staff manages a total of 9 Municipal Service Taxing Units of which 5 have advisory boards and 4 without an advisory board. 


Vanderbilt Beach Beautification MSTU
Meets at  the St. John Evangelist - The Claussen Family Center, 625 111th Avenue  - 2:00 p.m

Golden Gate Beautification MSTU
Meets at the Golden Gate Community Center,  4710 Golden Gate Parkway - 4:30  p.m.

 Forest Lakes Roadway and Drainage MSTU
Meets at Forest Lakes Condominium Association Clubhouse located at 1058 Forest Lakes Drive -10:00 a.m.

Radio Road Beautification MSTU
Meets at the Berkshire Lakes Clubhouse located at 495  Belville Blvd -3:00 p.m.

Lely Estates Beautification MSTU
Meets at the East Naples Branch Library located at 8787 Tamiami Trail East - 2:00p.m.
