Recycling Haulers 

Becoming a Recycling Contractor is easy. The Collier County Solid & Hazardous Waste Management Department has developed a simple guide for Recycling Contractors.

What is a Recycling Contractor?  A person who collects and transports recyclable materials.

Step #1 -  Requirements

Any person may file an application to

  • Obtain a Certificate of Operations from the Collier County Solid & Hazardous Waste Management Department.    
  • Recycling Contractors are required to have all have vehicles inspected.  For more information please contact the Public Utilities Division's Compliance and Education Section at 239-252-5543. 

(A certified recovered materials dealer, as defined in Section 403.7046, Florida Statues, is not required to obtain a Certificate of Operation before engaging in business in Collier County.)   

(Non-profit organizations are not required to obtain a Certificate of Operation before collecting  or transporting recyclable materials in Collier County.)

Step #2 -  Recycling Containers

  • Provide sufficient recycling containers to each of your customers to accommodate the quantity and types of recyclable materials that will be recycled.
  • Ensure your equipment and containers are kept in a clean and well maintained condition.

Step #3 - Reporting

  • Provide the Collier County Solid & Hazardous Waste Management Department with quarterly reports identifying, at a minimum, the types and amounts of recyclable material collected, and to which recycling facility the materials were taken.  A Recycling Contractor's Report Form is provided for your use and/or reference. 

Step #4 - Rules and Regulations

  • Contractor shall not provide collection services prior to 6:00 a.m. or after 6:00 p.m. for property located  within two hundred (200) feet of a dwelling,  unless otherwise authorized.
  • Contractor shall not provide collection services on Sundays, unless otherwise authorized.
  • A contractor shall not take a customer's recyclable materials to a landfill or other site for disposal, unless the contractor has received a variance pursuant to Section 23 of the Collier County Recycling Ordinance 2009-56
     

What is a Self-Hauler?

If you are collecting and transporting your recyclable materials to a recycling facility, without using a contractor, you are classified as a "Self-Hauler."

Step #1 -  Requirements

Step #2 - Documentation

  • Store all receipts and Owner or Generator Recycling Self-Hauler Certificate together.
  • Be prepared to provide copies of receipts and certificate when requested.
  • Provide Business Tax Receipt for the commercial real property.  

(The County Manager may restrict or prohibit Self-Hauling by a person if the County Manager determines, after providing notice and opportunity for a hearing, that the person or self-hauling activities violate the provisions of the Collier County Recycling Ordinance or any other applicable law.)
